Seminar : Responsibilities of Public Decision-Makers and Regulation

The CR2D and the Cercle de la Réforme de l’État are organizing a seminar on the responsibilities of public decision-makers and state reform.

The Dauphine-PSL Research Center for Law and the Cercle de la Réforme de l’État are organizing a seminar on June 5, 2026 (8:30 a.m.–1:00 p.m.) on the responsibilities of public decision-makers and state reform.

It will take place at Université Paris Dauphine-PSL (Raymond Aron Room).

The objective is to analyze the different forms of responsibility (civil, criminal, financial, disciplinary, managerial), their scope and interactions, as well as the challenges related to their coordination.

The morning will be structured around two main themes: the scope of responsibilities, and procedures and sanctions. It aims to clarify their organization in order to better reconcile accountability and the effectiveness of public action.

The session will be moderated by Christian Babusiaux, Elisabeth Mella, Denis Mondon, and Jacques Rapoport.
