PhD defence of Ms Clotilde Boidé in Law, on 12 June 2026 at 9:00 am at Université Paris Dauphine - PSL

Ms Clotilde Boidé presented her doctoral research at a public defence on Friday 12 June 2026 at 9:00 am, at Université Paris Dauphine - PSL, in the Thesis Room (D520).

The defence, held for the award of a PhD in Law, was open to the public.

Entitled Propriété et habitat social (Property and Social Housing), the thesis was prepared at the Dauphine SDOSE Doctoral School, within the research team EA 368 – Dauphine Recherches Juridiques, CNU section 7 – Social Sciences, under the supervision of Sarah Bros.

The research focuses on the sale of social housing (HLM) in France, encouraged by the ÉLAN Act of 23 November 2018, which prompts social landlords to sell part of their housing stock and to merge. Against a backdrop of rising construction costs and increasingly scarce land, the thesis highlights the role of notaries as key partners of social landlords and local authorities. It explores a new path opened by the combined reading of the ÉLAN and 3DS Acts: selling social housing through a "bail réel solidaire" (solidarity-based real lease). Inspired by Community Land Trusts, the "OFS-BRS" scheme is based on the notion of the social use of housing and on a sharing of property rights, offering an alternative to traditional ownership that secures the long-term social purpose of residential housing.
