Law and Public Management - 235 - Master's Year 2

Program Objectives

The Law and Public Management Master’s Degree program was created to provide training for those with the capability of leading and overseeing modernization processes within the public sector, including reforming finance and accounting, policy evaluation and control, human resource management, and the associated organizational changes. Particular emphasis is placed on the legal tools employed in relation to public action. One of the primary objectives of the program is to enable students on the apprenticeship program or in executive education to master these legal tools in a practical sense.

There are 2 tracks within the Master’s Degree program, to allow each individual to develop their skills in the field of public law, public management and national or local public action.

One of the unique aspects of this Master’s Degree is the variety of speakers contributing to the program, from senior civil servants to consultants, lawyers, magistrates, teachers and university researchers.

The partnership between Université Paris Dauphine – PSL and the INSP (National Public Service Institute, formerly the ENA) was established with the aim of bringing together students in initial training with those on apprenticeship programs and in executive education. Students in executive education are either managers working in the public sector or professionals working with public sector organizations.

Program Objectives:
Provide a clear overview of the major issues relevant to public action:

  • Be able to use law as a tool for implementing public sector projects
  • Define a strategy that can be used for developing public policy, from the design to the evaluation stage
  • Implement a project that puts multidisciplinary skills to use
  • Apply the principles of ethics, professional standards and environmental responsibility

Beyond that, the objective of the training is to prepare students for the various senior civil service competitions (A, A+, external or internal) as well as for different exams, such as the CRFPA access exam.
